Position Summary

The Secretary General is the chief executive of the Pakistan Software Houses Association for IT & ITES (P@SHA) Secretariat. Reporting to the Central Executive Committee (CEC), the Secretary General leads the day-to-day operations of the Association, serves as the principal liaison with government, industry, and international stakeholders, and executes the strategic direction, policies, and resolutions adopted by the CEC and the General Body.

All property, documents, records, and assets of the Secretariat are under the Secretary General’s charge, subject to the supervision of the CEC. The Secretary General oversees all correspondence, convenes meetings, circulates agendas and minutes, and ensures the efficient and compliant operation of the Association.

Key Responsibilities

1. Administrative & Operational Management

  • Correspondence & Communication: Oversee all internal and external correspondence of the Association, ensuring timely responses and accurate documentation.
  • Documentation & Record-Keeping: Manage and safeguard all records, documents, and assets of the Association, including physical and electronic files.
  • Meeting Coordination: Convene and coordinate meetings of the General Body, CEC, and sub-committees; prepare and circulate notices, agendas, and minutes.
  • Policy Implementation: Execute and implement decisions, resolutions, and policies adopted by the General Body and the CEC.

2. Policy Advocacy & Strategic Oversight

  • Policy Advocacy: Lead policy advocacy efforts for Pakistan’s tech and software industry, including proposing new laws, regulations, and reforms to improve the business environment for technology companies.
  • Charter & SOP Development: Develop, review, and enforce charters, standard operating procedures (SOPs), codes of conduct, and ethical guidelines in collaboration with the CEC.
  • Research & Data Collection: Coordinate the collection of research, statistical data, and industry trends to provide actionable insights to members and stakeholders.

3. Government, Industry & Public Relations

  • Government Relations: Act as the primary liaison between P@SHA and government bodies, including the Ministry of IT & Telecommunication, Ministry of Commerce, Ministry of Finance, and the Pakistan Software Export Board.
  • Representation: Represent P@SHA in meetings, engagements, and events with government officials, regulators, and key stakeholders, in support of the office-bearers and the CEC.
  • Industry Relations: Foster and maintain relationships with private sector partners, international organizations, foreign missions, and trade bodies to promote the interests of P@SHA members.
  • Public Relations: Manage the Association’s communications with the media, including issuing press releases, handling media queries, and maintaining positive public relations.

4. Financial Oversight

  • Financial Management: Oversee the financial health of the Association by ensuring the accurate collection of dues and maintaining transparent financial records.
  • Payments & Approvals: Ensure all payments and financial transactions are in accordance with the decisions of the CEC.
  • Banking Controls: Countersign cheques issued by the Association, as required.

5. Governance, Legal & Compliance

  • Regulatory Compliance: Ensure P@SHA’s compliance with the Directorate General of Trade Organizations (DGTO), Securities and Exchange Commission of Pakistan (SECP), and other statutory and regulatory obligations.
  • Legal Representation: Represent P@SHA in legal matters and handle court and dispute resolution, liaising with legal counsel as necessary.
  • Membership Management: Notify members of changes in membership status, including resignation, expulsion, or cessation of membership.
  • Governance Reporting: Prepare and present progress and status reports to the CEC on the operations and performance of the Association.

6. Staff & Office Management

  • Staff Supervision: Supervise all Secretariat staff, ensuring operations comply with established rules, regulations, and bylaws; provide administrative leadership and performance management.
  • Office Management: Ensure the efficient operation of the Secretariat by managing day-to-day activities, workflows, and resources.
  • Delegation: Delegate appropriate tasks to staff members while maintaining overall accountability for performance and compliance with Association policies.

7. Events, Conferences & Member Services

  • Event Management: Plan, organize, and manage conferences, workshops, seminars, exhibitions, and member engagement programs, ensuring successful execution and participation.
  • Meeting Arrangements: Coordinate meetings with local and international stakeholders, preparing necessary briefs, materials, and logistical arrangements.
  • Member Services: Handle member queries, provide necessary support, and ensure members’ needs are addressed.
  • Publications: Oversee the production of P@SHA publications, including newsletters, reports, and marketing materials.

8. Executive Support

  • Support to Office-Bearers: Provide direct support to the Chairman, Senior Vice-Chairman, Vice-Chairmen, and the CEC in decision-making and strategic planning.
  • Event Representation: Accompany office-bearers to important events, meetings, and conferences, and represent P@SHA at high-level engagements.
  • Speech & Document Preparation: Assist in drafting speeches, presentations, and communications for the Chairman and other office-bearers.
  • Other Duties: Perform any other duties assigned by the Chairman or CEC that are incidental to the position of Secretary General.

Financial Oversight:

Qualification/Eligibility Requirements

  • Minimum 16 years of education from an HEC-recognized institution (a Master’s degree or equivalent in Business, Public Administration, Law, Technology, or a related field is preferred).
  • At least 10 years of progressive experience in a senior management role. Experience in chamber, trade association, trade and/or bilateral international organizations is desirable but not complusary.
  • Strong working knowledge of compliance, taxation, corporate law, and the regulatory and business environment in Pakistan.
  • Strong understanding of the IT/ITES industry in Pakistan and the challenges faced by the sector.
  • Proven experience in resource mobilization, and strategy development.
