Driving Inclusive Growth in Pakistan’s Tech Sector: From Policy to Practice

Pakistan’s technology sector has emerged as a critical engine of economic growth, innovation, and global engagement. However, as the sector scales, longstanding inequities across gender, disability, ethnicity, and access to opportunity continue to limit its full potential. Addressing diversity and inclusion is no longer a peripheral concern—it is central to building a resilient, competitive, and future-ready digital economy.

This white paper is grounded in insights from the Diversity & Inclusion Roundtable hosted by P@SHA at ITCN Asia 2025, which brought together senior industry leaders, policymakers, representatives from government and the United Nations, academia, and civil society. Through structured dialogue and evidence-based analysis, participants examined systemic barriers across the education-to-employment pipeline and explored practical pathways to embed inclusion into organizational and policy frameworks.

The paper presents a comprehensive assessment of challenges faced by women, persons with disabilities, ethnic and religious minorities, and other underrepresented groups in Pakistan’s tech ecosystem. It highlights gaps in leadership representation, curriculum relevance, workplace design, and policy implementation—while also showcasing promising practices from industry, community-based education models, and cross-sector collaborations.

Anchored in international standards such as ISO 30415 (Human Resource Management – Diversity and Inclusion), the white paper offers actionable recommendations and a 24-month implementation roadmap for government, industry, and academia. It culminates in two concrete outputs: a Diversity Pledge for organizations and a shared agenda for sustained action.

This publication serves as both an advocacy tool and a practical guide for stakeholders committed to building an inclusive, high-impact technology sector for Pakistan’s future.
